A biography of a speaker at the South West Housing Event
STEVE PARTRIDGE
Steve Partridge, CPFA, is the Executive Director of HQN who leads on Financial Training and Consultancy. Steve is acknowledged as a leading expert in housing finance and through his work with HQN is a major contributor towards housing finance policy development at national level.
Steve began his career at Leicester City Council, thereafter moving to Birmingham City Council where he had a variety of roles culminating in Finance Manager within the Housing Department. He had responsibility for the full range of revenue and capital financial services with annual budgets of over £300 million.
Steve left local government to join KPMG in 1999 as Assistant Director with a national focus in housing consultancy, before leaving to become a freelance consultant working closely with HQN in April 2000.
As both a freelance consultant and employed director, Steve has worked with a very wide range of councils, ALMOs and RSLs providing financial training, advice and guidance on business planning, investment and option appraisal and on the creation of new organisations. Clients have also included the Housing Corporation, Audit Commission and regional Government Offices.
He also leads HQN’s work on Value for Money and Efficiency and helped develop the framework for national reporting on efficiency through Government and the Housing Corporation. Steve is known for his ability to explain the complexities of housing finance in a straightforward and accessible way to both tenants, residents, housing and maintenance managers as well as fellow finance professionals.
Steve was a member of ‘Sounding Board’ established by the Government to oversee the development of the housing subsidy system and has previously had detailed input to a variety of national reports on the future of council housing finance, including the 2005 Audit Commission report calling for a fundamental review of the subsidy system. Steve is currently leading HQN’s work on the self-financing HRA project with CLG and the six case study authorities (Cambridge, Carrick, Darlington, Hounslow, Sheffield and Warwick) and is developing the modelling to support the project. He also leads HQN’s work on new build and development options.
In his spare time, Steve is a Board Member and Chair of the Finance Committee of Solihull Community Housing, a round three ALMO.
